Trevalon Organic Vegetables has now been trading two years. In December 2005 we submitted plans to Caradon District Council for a vegetable packing barn so that we would have some where to pack our vegetable boxes once production began. The council decided that we had not yet established a need for a packing barn and we were asked to withdraw the plans. Having nowhere to pack vegetables we moved a food grade shipping container onto the site in October 2006 which was used to pack the boxes and store vegetables.
In September 2007, Caradon District Council issued an enforcement notice giving us two months to remove the container. The notice was appealed and in August 2008 a government inspector ruled that although the container would have to be removed, we had until August 2009 to obtain permission for a permanent packing barn.
He stated,
"The present container cannot amount to a temporary building under Part 4
Class A of the GPDO since planning permission has not yet been granted for a
permanent storage / packing facility [proviso A.1(b)]".
I am therefore of the opinion that once I have obtained planning permission for a packing barn, then the container can legitimately remain on site as a temporary structure until the barn is completed.
Below are plans that we intend to submit to the Council soon after informal consultation.
Plan view: Machinery store and workshop in the centre of the plans are part of the existing barn. Covered storage, tool storage/prorogation, packing and cold store are proposed new structures of a single story placed around the existing structure.

Elevation: Show the existing machinery/general purpose barn in the centre with the the single story extensions on three sides.
